Our NEW “Pump Installers License” {SSB 6225 Legislation}

Washington State Ground Water Association… “The Little Engine That Could Git-er-Done”…reached the summit with the official stroke of Governor “Christine Gregoire’s” pen on March 24th 2006.
Governor Gregoire’s signature instantly placed into motion the subsequent rulemaking process…so our greatly improved –and- streamlined “Pump Installers Legislation” can be carefully crafted into LAW.
During the remainder of 2006… “Washington State Ground Water Association” members will be well represented and actively participating in the all-important Washington State Department of Labor and Industries rulemaking process—in order to effectively implement the new “Pump Installers License” regulation.
This “rulemaking process” will positively impact your respective businesses for years to come. Therefore… we plan to keep you apprised of our rulemaking progress—so that you can maximize the significant advantages contained in the new Pump Installers License.
The rulemaking process will consist of modifying several rules { i.e., Electrical – WAC 296-46B, Contractors – WAC 296-200A, and Plumbers – WAC 296-400A } simultaneously.
A special joint { electrical, contractor, and plumbing } technical advisory committee { TAC } meeting is scheduled for June 8, 2006, at the “Washington State Department of Labor and Industries” Tukwila office, 12806 Gateway Drive, “Tukwila”.
Following is a schedule for the “ELECTRICAL” Washington Administrative Code {WAC} process:
- April 2006 – File CR 101 document
- May 1 – 15…Accept proposals from outside L&I
- June 7th – Main electrical “TAC” meeting, Tukwila office
- June 8th – Pump Installer “TAC” meeting, Tukwila office
- July 27th – Present rules to the Electrical Board
- August 2006 – File CR 102 document
- September / October 2006 – Public Hearings
- October 2006 – File CR 103
- December 2006 – Effective Rules

In addition, the Department of Labor and Industries will be conducting an outreach communication process to those in the pump installation industry, who may be affected by the passage of “SSB 6225”—because it’s important that members remain informed of their opportunities. That’s why we’ll keep you apprised of the Department of Labor and Industries outreach process during the coming months.
Bottom Line, the rulemaking process will be completed by December 31st, 2006. Implementation of our new “Pump Installers License” will begin January 1st 2007.
